The University of Pittsburgh provides strategic leadership and representation for labor relations and collective bargaining functions. The Department of Employee and Labor Relations works closely with managers, supervisors, and unions to facilitate communication and cooperation across the University.

Unions Representing Employees Under Collective Bargaining Agreements at the University of Pittsburgh
Service Employees International Union, Local 32BJ
This bargaining unit consists of several hundred cleaners, groundskeepers, mechanics and other classifications at the Pittsburgh campus. There are separate specific Work Groups to accommodate the variety of needs of each operating department.
Service Employees International Union, Local 32BJ Johnstown Campus
This labor organization represents approximately 50 employees at the University’s Johnstown campus. These bargaining unit employees provide cleaning, general building maintenance, and groundskeeping support to the Johnstown campus.
International Union of Operating Engineers, Local 95-95A-Pittsburgh
This labor organization represents operating engineers, licensed by the City of Pittsburgh, who work on the University’s Pittsburgh campus, as well as other employees who provide general building maintenance support to the University's Property Management Group.
International Union of Operating Engineers, Local 95-95A-Regionals
This labor organization represents employees at the University’s regional campuses at Bradford, Greensburg, and Titusville. Only the bargaining unit members at Greensburg perform custodial work. All other employees at the Greensburg campus and the bargaining unit members at Bradford and Titusville perform skilled maintenance work. Employees are generalists, with proficiency in carpentry, electrical, plumbing, HVAC, painting, plastering, and other building maintenance skills.
Building and Construction Trades Council of Pittsburgh and Vicinity
This labor organization represents seven Trade Shops: Carpenter, Electrician, Laborer, Paint, Plumbing, Sheet metal and Steamfitter Shops. Each Shop is represented under an umbrella agreement, with the Trades and the University engaging in coordinated bargaining.
All Trades employees are assigned work out of the Facilities Management Division, and are responsible for various construction and renovation projects, as well as scheduled maintenance, project work, and emergency services related to campus buildings and major operating and power distribution systems, in certain University buildings.
International Brotherhood of Teamsters, Local 249
This labor organization represents drivers at the Pittsburgh campus engaged in the general hauling of goods on campus.
University of Pittsburgh Police Association
This labor organization represents commissioned police officers, security guards, dispatchers and communications specialists at the Pittsburgh campus. The bargaining unit provides total Police services and exercises full police authority at the Pittsburgh campus. The police officers are on foot patrol, and mounted patrol, via automobile, bicycle, and motorcycle.

This labor organization represents commissioned police officers at the Johnstown campus. The bargaining unit provides total Police services and exercises full police authority at the Johnstown campus. The police officers are on foot patrol, automobile and bicycle.
